Possible Temporary Preferential Parking District around Fern Dell

The re-opening of Griffith Park Observatory may create a parking problem for Oaks residents around Fern Dell. If you live in one of the two possible temporary preferential parking districts (as listed below), your input is needed. The following is an invitation to a meeting dealing with this issue.

Dear Oaks Homeowner in the Fern Dell vicinity,    

You are invited to a meeting at 2316 Live Oak East on Wednesday, June 28 at 7:30pm to discuss the option of Temporary Preferential Parking District in the residential areas near Fern Dell.  Thanks to Abby Darrow for hosting this meeting in the convenience of our neighborhood.

When the Observatory opens in early November there will be a shuttle bus approximately every 5 minutes from 10 a.m. to 10 p.m. traveling to and from the Observatory.

- 17,000 visitors daily are expected to want to visit the Observatory.
- 10,000 visitors can be accommodated at the Observatory
- 7,000 visitors will not be able to visit so need to be managed and informed

Western Canyon Road will be closed to all traffic except shuttle bus traffic starting at around 8-9am each morning. The shuttles will originate at Highland/Hollywood and at The Zoo. The controlled access gate will be just above the large parking lot, what is known as “Section 9”.  The parking lot will be open to public use, as usual.

Hikers and park users will park at the parking lot. We expect that at times large numbers of cars may not find parking.  The Observatory Traffic Group will be advising visitors that the Observatory can only be accessed by shuttle and will not be accessible by car.  However, the big question is whether a lot of people will drive here anyway.  And since they cannot access the Observatory, will they want to park in the Oaks?

On May 23, 2006 Councilmember Tom LaBonge called a meeting at City Hall inviting Gerry Hans, Oaks HOA and Lucinda Phillips, Friends of Fern Dell to discuss the option of Restricted Parking in the residential area abutting Fern Dell at Black Oak and Red Oak.

The DOT representative explained the process.  Temporary Preferential Parking can be issued for a one year period, and can be extended for a further year. If the residents favor such a program, the process can be initiated and held in abeyance until the residents request its implementation.

- The restricted parking would be for 1 hour for non-residents, or possibly completely restricted for non-residents(the City still has not made an official ruling).
- There are two potential Preferred Parking Districts (PPDs), with five segments each.
- Restricted parking would be issued and implemented on a “segment” by “segment” basis.
- A “segment” is defined as a stretch between any two intersections (see list below).
- 67% of the residents residing on each segment must agree by petition to implement the restricted parking.
- Residents can set up the “PPD” ahead of time, and then submit the petition to implement, if needed.
- Residents would be issued with 3 annual permits - $15 each.
- Residents could purchase 2 extra visitor permits - $15 each
- Residents could purchase a "1 day" guest permit - $1 each

Please attend the meeting to learn more about this process and to register your support or non-support.  DOT and CD4 personnel will be on hand to answer any questions you may have.  If you live on any of the listed “segments”, you have a voice.  (NOTE: Fern Dell Pl is private, therefore, not a part of this)
