MINUTES-- THE OAKS HOMEOWNERS ASSOCIATION Nov 3, 2005 MEETING

WAYNE SCHLOCK PRESENTATION Oaks resident Wayne Schlock spoke to board about construction development on Live Oak East and at Bronholly. The two development areas both seem to be incompatible with the Oaks from an environmental and community point of view: destruction of native Oak-Walnut habitat, houses too large for lot size, grading dangerous. These eight lots are all sub-standard, but are “grandfathered” as buildable lots. Wayne explained that currently the Oaks is not protected by the Oak Tree Ordinance since in order for city ordinance to hold true, lots must be larger than one acre and very few lots are that size in our neighborhood. Greatest protection we have is CEQA. Need to develop Specific Plan as discussed in last board meeting so that zoning can be tailored to the needs of our specific community. A meeting with Renee Weitzer is being planned to discuss our urgent needs. 2. OCTOBER MINUTES APPROVED Caroline and Gerry need to meet to update Oaks letter file 3. FINANCIAL $13,600 current Bank Balance 4. MEMBERSHIP REPORT 270 members in OHA 5. EVENT CALENDAR Holiday party: scheduled and announced for Sat Dec 17, 2006. Hours: 5-7 pm? Need to confirm No snow party this year. Want to have a more adult party w/kids invited. Discussed using Barsndall Art Park as venue. Holly and Caroline to pursue/organize/spearhead FernDell Clean-up successful. Plan doing twice per year. Halloween Walk – best turnout on record! Special thanks to Marilyn, James Rubin and Mike Lyons, and all homeowners on the route that allowed their homes to be visited.
6. NEWSLETTER Marilyn taking charge! Next one scheduled for spring 7. SECURITY Jeff Copans report: First step is to form volunteer committee, draft questionnaire to hand out to Oaks residents door to door with goal to form neighborhood Watch, which can also help build OHA database Patrol costs: approx $9,000 per month for 24 hr surveillance Importance of communication Security meeting: Jan 18 Send out postcard in Dec announcing holiday party on 12/17 and security meeting on 1/18/06 8. PLANNING/ZONING Bob Young not present 9. CITY SERVICES Parking restrictions in the Oaks—we will post our proposed map on website for 2 months, then submit to fire department as our recommendations for safe passage on the hills and curves of our streets. Ultimately, decisions are made by DOT with consultation with the LAFD. 10. GRIFFITH PARK Observatory reopening is delayed beyond original May ’o6, but no new opening date has been set.

SPECIFIC PLAN DISCUSSION Specific Plans – are legally binding, covered under City Ordinance Development of the Specific Plan by Hollywood Land, according to Christine O’Brien: Volunteers – 10 volunteers over 3 months surveyed the neighborhood. Survey of the Neighborhood - emphasize on Historical Detail with the styles of houses, history of neighborhood etc. *Very Important* Performed Title Search – to determine square footage of houses Hired City Planner - $10,000; Historical Note Cards, etc. Neighborhood Meetings: to gain support of Specific Plan; Hollywoodland got 85% of residents to sign their support of Specific Plan. See Handout, “12 Elements in Specific Plan.” L.A. Libraray – good source for historical information All Oaks Board members agree to go forward to study/consider Specific Plan for the Oaks. Bob Young presented article on current development. See “Recent Large Scale Development.” Specific Plan Board – to discourage allowing variances, and “making deals” with the City. Establish definitive boundaries covered by Specific Plan. Next step for us – meeting with Renee Weitzer. 2. BOB YOUNG officially becomes member of Oaks Board – in charge of Planning & Zoning issues 3. FINANCIAL $13,000 current Bank Balance 4. MEMBERSHIP REPORT One new member per Holly 5. Halloween Walk: October 31st Jeff & Marilyn will coordinate and contact James Rubin for his assistance with Walk, and also coordinate with Mike Lyons. Walk originates at Mike Lyons house. Same budget as last year for candy. Jeff C to contact security services for help. FernDell CleanUp: October 22nd 9 am – 12 noon. Will put info on Oaks Website. Will make inexpensive signs & flyers to draw volunteers. Flexible budget to provide pizza & drinks. Holly to ask Pritzi/Palermos Holiday Party: Need to research the idea of having it at Camp Hollywood, but with no snow. Need to determine date. Holly/Caroline.
8. NEWSLETTER We need to mail out Newsletter soon and enclose Renewal Membership Form 9. SECURITY Jeff Copans has contacted both BelAir & Post. Both BelAir & Post are slow in responding. One patrol car for entire Oaks neighborhood is insufficient. Deterrent idea: Cameras on properties for post event review, if property resident is willing to do so. Ideas: Neighborhood Watch 45 people that connect with others. Sending E-Mail Blast to spread the word. Set up Hotline Phone number. 10. GRIFFITH PARK Fern Dell Gate Closure: in conjunction with Observatory re-opening. Oaks supports idea of movable gate (upper FernDell day, Red Oak @ sunset) with Red Oak gate closure from Sunset to Sunrise. Need to write letter to John Mukri, CD4 at City of L.A. Important meeting October 17th at Friendship Hall – post on website. |

MINUTES-- THE OAKS HOMEOWNERS ASSOCIATION July 19, 2005 BOARD MEETING

PICNIC Agreement that picnic was successful. Net gain of $861.21 from Picnic, includes membership and raffle income. Attendance was greater than past few years; everyone seemed to enjoy it. Our costs (Earl’s Grill) were less than last year. Suggestion: more menu selections next year. Raffle: highly successful. Try to get more raffle prizes next year. 10 new members signed up & joined Oaks HomeOwners. Thanks you to Prudential Realty for this year support! 2. FINANCIAL $14,000 current Bank Balance. $3,000 pending invoice.
3. MEMBERSHIP KIT Review of current Membership Kit. Holly & Caroline are responsible. Holly verified that BronHolly & Carolus street residents are now included in the Oaks data base. 4. OUT OF CONTROL DEVELOPMENT Idea of “Specific Plan” for Oaks. Purpose: To Protect against overly massive buildings, and preserve the natural environment; to keep future development within the characteristic of the community. (HollywoodLand, Mt Washington, & Atwater Village Pedestrian Area are community examples of Specific Plans, in force currently) Specific Plans established with legal rights, if approved by the City Council. This Review Board would review and approve plans before plans go to Building & Safety. Board would be comprised of various legal, architecture, and other expertise. Issues to explore: Would Board be subject to lawsuits? Bob Young has volunteered to research issues. Possible meeting with CD4, and more outreach to community on issue will be made. Motion to explore the idea of The Oaks establishing a “ Specific Plan” approved unanimously. Four Lot Development: At Live Oak East Possible Discretionary Actions: Removing Dirt for hauling, building retaining walls. Environmental Impact Report: The Oaks would support a request for an E.I.R. An E.I.R. would slow development process, and assure that any undesirable development would not occur. Issues include fact that site is an earthquake induced landslide zone. Many native California Walnuts, and Live Oaks would be destroyed. Motion to write Oaks letter in support of an E.I.R. for the Four Lot Development approved unanimously. Letter would be sent only when neighbors are notified that discretionary actions are requested. Letter to include complaint to City regarding building/planning process. 5. GRIFFITH PARK MASTER PLAN (GPMP) PROS (Parks Recs & Open Spaces) negotiated with Dept of Recs & Parks to have a working committee to re-evaluate the G.P.M.P. 11 people on this working committee, including Gerry Hans. PROS is circulating a petition designating certain interior portion of Griffith Park as an “Urban Wilderness Area.” Purpose of Urban Wilderness Area is to protect against development, maintain natural open space. Example is portion of DEBS Park, which sets precedent for UWA. Motion to write a letter to Council District 4 to support the “Urban Wilderness Area” designation approved unanimously. Petition to be posted on website. Board members will help in petition effort. 6. BRONSON CIRCLE Grant Date starts in October. The Oaks would like to keep the tree if possible. Oaks Board is working with CD4, HUNC and Dept of Transportation to investigate idea of rubberized sidewalk. That way, sidewalk does not impact circle project. 7. SECURITY James Rubin Input: “Prowler” is the ‘Buzz Word’ to use to get the police into the neighborhood for a problem. Discussion of suspicious Black Car seen repeatedly in neighborhood. Earlier suggestion by James that The Oaks go with Post instead of BelAir is no longer supported, since Post has not made effort, according to James. BelAir Security currently has 207 clients in The Oaks. The Oaks would like a designated Patrol Car for The Oaks area for more than the current 8 hour period. Poor response to Security Questionnaire passed out at the Picnic – only 6 responses. Discussion of forming “Community Neighborhood Watch”. According to Ofc. Sollie, this Neighborhood Watch is the best defense against crime. Need to contact Post Security for facts & information. Motion to nominate Jeff Copans to serve as Oaks Board Member, as Security Director approved unanimously. Fern Dell Gate Closure: Continue campaign to support the WCR gate closure from Sunset to Sunrise approved. HUNC supports this. Sign needed near the Fern Dell Ranger Station indicating “No Access to Park.” Officer Sollie Crime Report should be faxed to The Oaks weekly. 8. CLEAN UP FERN DELL Date set for a weekend morning in September to clean up Fern Dell area of Griffith Park. Motion for The Oaks to organize & coordinate a Clean-Up of the Fern Dell area approved unanimously. Motion to approve 2 letters regarding Hazardous Waste and DWP Transmission Lines (written by Rainer) approved unanimously, with the addition of the Staples Store example re Hazardous Waste. PENDING ISSUE For NEXT MEETING: LFIA Liaison: Should The Oaks have Representative on this committee? Abby doesn’t think it is necessary. Rainer volunteered to be Oaks Liaison on Trial Basis. Charter School representative to be on agenda for next board meeting. |

MINUTES-- THE OAKS HOMEOWNERS ASSOCIATION ANNUAL MEETING: Monday, March 7, 2005 at 7:30 pm Immaculate Heart School Cafeteria Meeting started at 7:45 PM, ended at 9:30 pm In attendance were OHA Board members: Gerry Hans, Holly Purcell, Jonathan Corob, Caroline Schweich, Alex Von Wechmar, James Rubin, Rainer Standke, Peter Ellis, Abby Sherman, Jeff Lane, Marilyn Johnson Guest speakers: Howard Cremin, author of “Los Feliz Oaks: A Place of Rare and Ineffable Charm”, Tom LaBonge, Councilmember 4th District, Scott Crawford, Frank Lloyd Wright Building Conservancy, Peter Zellner, Zellner and Associates, Christopher Carr, Environmental Designer The Oaks Homeowner’s Association’s new president Gerry Hans opened this year’s annual meeting by introducing Howard Cremin, author of “Los Feliz Oaks: A Place of Rare and Ineffable Charm.” Howard then delighted the audience by providing anecdotes behind the research and writing of his book. Several copies of the book were sold at the meeting. Tom LaBonge, 4th District Councilmember, then spoke on a number of issues important to the community including storm damage to the park and the Oaks, public safety, fire safety, upgrades to transportation and streets. Tom reiterated his commitment to conserving open spaces in LA and protecting Griffith Park from development such as the proposed urbanization of Cahuenga Park which Tom is opposing. Tom is working to revitalize the LA River and get more playgrounds built in our parks. He then went into greater detail on the master plan for Griffith Park in 2005 such as plans for the Observatory and a push to restore Fern Dell. When asked about the possible addition of a “Whole Foods” grocery store in the neighborhood, Tom indicated his support for this addition as well as other developments on the Hollywood subway line. Scott Crawford then gave a report regarding the Hollyhock House renovations at Barnsdall Art Park. So far, $17 million has been raised for this renovation and has largely been utilized for landscaping, roofing, and sculpture restoration. The reopening of the Hollyhock House is scheduled for May. Volunteers and docents needed. Christopher Carr spoke about the Ennis-Brown House. As many are aware, this historic Frank Lloyd Wright house, already in need of restoration, suffered from the recent storms. Architects are working to restore the house… Architect and USC professor Peter Zellner gave a most interesting overview of houses of architectural significance in LA and in our area, demonstrating how Los Angeles has promoted architectural innovation. Last but not least, the Oaks Homeowners’ Association board was voted back into another year of office. Our immediate concerns are centered around repairing problems that have arisen from the recent rain storm. We are also coordinating efforts with Rec & Parks and other City departments to make capital improvements that may help us fare better during future storms. October is architecture month in Los Angeles. There are a number of houses of architectural significance in the Oaks. Copies of all OHA related correspondence will now be kept in a binder with Caroline (or subsequent secretary). All board members to hand Caroline copies of any correspondence at monthly meetings. 2. Changes in task functions Board members to stay in current functions. Jeff Lane to act as picnic supervisor/coordinator. Rainer Standke voted on to board as webmaster. 3. Treasurer’s report current balance: +$7827 4. Membership report Holly sent out 500 postcards. Vermont fundraiser scheduled for Tuesday March 22. Discussed possible membership card which would give discounts with local stores. 5. Security rash of burglaries in Bel Air. James suggesting we speak with Post again. Also discussed we post notice on OHA website whenever there are problems. 6. City Services Bronson/Canyon circle: discussion of traffic circle, pending designs. Parking restrictions: Fire deptmt will meet with us to consider our concerns regarding restricted parking. Board members at meeting were each given a map with streets we need to look at and make parking restriction recommendations. Seek input from residents. Please get back to Alex with your recommendations by Feb 28. Discussion regarding speed bumps. 7. Griffith Park/ PROS Committee Report PROS is growing. Friends of The Observatory is paying for study re: traffic. Observatory to reopen on May 14, 2006 – ideas to mitigate access/parking problems include shuttling visitors from remote locations, staggering visitors with ticket sales. Looking for consultants to help in this study. Gerry & Caroline key contacts to monitor study. 8. Annual Meeting: scheduled for Monday Mar 7 at 7:30 PM at Immaculate Heart cafeteria. Refreshments handled by Holly and James. Howard Cremin to speak briefly. History speakers TBD. Tom LaBonge invited and speak. Topic - history of the Oaks/Griffith Park.

We discussed doing 3 newsletters per year since many people do have Internet and can visit website and newsletters are costly.
Prostitution problem on Canyon is improving.
-Membership Letter will be sent to people who have not paid dues (Holly/Peter). Annual fundraiser to be held at Vermont Restaurant—date TBD. Holly/Caroline/Peter to assemble kits and distribute. There are 89 paid members for 05 thus far. Target: 200.
Postcard will go out announcing annual meeting scheduled for Monday March 7, 2005 at 7:30 pm. Discussed finding a speaker who can talk about the Oaks history/architecture. - Book Sales and Distribution Pre-sold books have been distributed (thanks Holly!) We may get booth at Los Feliz street fair to sell books or sell a few wholesale to Skylight Book store. Teenagers in the Oaks who want to make money can sell books door to door and in front of Mayfair. They sell books for $20/each and get $4 commission per book. We need to make a form/flyer to enable this. Stock of books is stored at Tailwaggers. - New President Gerry Hans and Holly Purcell were nominated and approved as President and Vice President. - Griffith Park Gerry to write letter opposing a water park in Griffith Park. - Other Business/New Business 1/25 meeting to discuss traffic circle on Canyon and Bronson at Presbyterian Church |

Continued problems on Canyon Dr—prostitution, loitering. Also continued prostitution problem on Western Canyon. Discussion of Bel Air vs Post Security-- Bel Air is not doing the rounds at night. James will contact both companies re: providing additional free security for Halloween walk.
Final picnic expenses: Catering: $2470 Total income (picnic, books, dues): $1450 Next year, charge fee for picnic: $10 adults, $5 for kids Holly to pick up kits from printer. Holly and Caroline to stuff kits. We will continue to attend. Discussion of zoning and building in the Oaks. The Oaks is burdened by construction (ex: Tuxedo Terrace). Builders need to be responsible for street improvement to code when doing construction/renovation. Board can push city for stronger street improvement regulations for builders. Construction should not begin before 7 am. If questions/problems, residents should call LA Building and Safety: 213 485 6341 -Griffith Park Symphony in the Glen: want to build a shell for concerts in the old zoo. Restaurant in Observatory—fine but important to us that the city continue street closure of Western Canyon after at sunset. Park Ranger / General Services “townhall” meeting on Oct 27th, tentative time is 5pm at Friendship Hall on Riverside.

Need 4 volunteers from 5:30-7:30 pm. - Snow Party Still support for snow party but we need sponsors and other homeowner associations to commit their financial and labor support before deciding whether or not we will hold the snow party. Discussion that if we don’t do the snow party, perhaps the next event will be an adult event. - New Business Books—still waiting. Place blurb in newsletter that books are on the way. Marilyn to be contact person re: fire curbs/street curb painting. Fire Dept Fair- they lost money. We might help reimburse some expenses.

We still don’t have all the numbers in for the summer picnic- Jonathan to send to Caroline who will put them in the following minutes. Next year, Holly will propose picnic budget.
Sep 30 deadline for articles. Gerry writing piece on gate protocole (draft presented and approved by board), Caroline writing info on polling stations, how to help, etc.. Gerry writing on park rangers, Halloween article to be included, Alex writing on fire hazards and parking regulations (this will also include outreach to community to help fire patrol), Abby writing on Cheremoya, Jeff writing on being a new member, Holly and Caroline doing local Holiday Gift Guide, James on security, Peter on Renee’s award, Caroline doing short mention re: historical homes tour. There have been various incidents, the most serious and dangerous being Todd’s carjacking incident. Also, mail theft on Tuxedo Terrace. Holly to speak with Officer Sully to see if we should post notices in neighborhood and how we can inform community while perhaps serving as a deterrent to crime? Rainer to set up dry run on website to see about collecting dues on website via paypal. Todd paid $50 dues. Membership kits and lists getting in order. As soon as kits back from printer, Holly and Caroline to stuff kits. n/a no Aug meetings Gerry presented pro park, pro-open space purpose of the board. Discussion focused on new status for Park Rangers (see below). Presented by Alex along with maps proposed by city—many of streets are entirely red which would indicate no parking at all. Alex to ask that we have a voice in the mapping process. Red Flag days are days in which fire hazard very high, parking will be limited, signs will go up (Oct 1??), vehicles towed. There is an average of 15 red flag days per season. Discussed how to alert community of red flag days—this is city’s responsibility, will be on local news. An evacuation plan is in the works—in case of evacuation, streets would become one way. Stats indicate this will be a particularly high risk season. Once map is official, Rainer to post on website. 3. D&O insurance – unanimous approval of policy with Fireman’s Fund $2050 premium. |
Oaks Board Meeting Minutes August 2004 OAKS HOMEOWNERS ASSOCIATION MINUTES Hosted by James Rubin -Good Neighbor Award given to Renee Weitzer, of Councilmember LaBonge’s office -Presentation of minutes: minutes recorded at last meeting not available. -Picnic follow up: Spent approx $3500, income approx $1100 (including book sales). Total cost of picnic: approx $2400. Approx 95 guests but we paid for 130 people at $19/person, no child discount. Next year, we must bring down costs: get some competitive bids and have child discount or, alternatively, forego catering entirely in which case Jeff Lane volunteered 3 times to cook next year… -Newsletter: Sep 30 deadline for articles. Gerry to write a piece on gate protocol adopted by Oaks Homeowner’s Association, Caroline to write piece on political involvement/interest in the neighborhood (including practical info on polling stations, how to help, etc…), Caroline to write short mention letting people know that we want to organize a historical homes tour of the Oaks, James to write piece on security issues (?), Peter to write piece on Renee’s award. -Security: Burglary on Spring Oak Dr last weekend. -Treasurer's report: balance of $7714 -Membership: Holly not present. -LFIA: Abby not present. -New business/other: City will help beautify traffic triangle at Bronson and Canyon – may require fundraising from community. Board Meeting Minutes - April 2004 Present at meeting:
Website: discussed how to make website more active, to create "stickiness", how to reflect purpose of OHA on website. Membership application to be posted on website. By-laws need to be revised- committee to be formed to oversee this. Gerry proposed general principles re: private access gates in the oaks. These would be posted on website. Caroline to revise and make more "friendly".

A white supremacist group, the National Alliance has recently been leaving flyers in our neighborhood. To report this, or any threats or terrorist activity, call (877) A THREAT. The outgoing Homeowners Board was re-elected unanimously.
